The Gate 0 Recognition Dossier

The principal document this whole dossier builds toward — addressed to CPD's Legislative & Community Affairs department, the General Superintendent, and the appropriate administrative leadership. Everything else on this page is either evidence attached to this petition or preparation for what happens once it's answered.

Defines exactly what BBPAC proposes to represent as a distinct unit: the swimming beach, Beach House, courtyards, promenade, dunes/natural area, parking/access areas, adjacent beach-related green space, distance-swim area, non-motorized boat launch, and related public facilities.

Even JPAC's own website acknowledges that "63rd Street Beach and Beachhouse is managed separately as a Special Event Venue." That fact is central to this case — it shows the site already functions administratively apart from the rest of Jackson Park.

The Beach House dates to 1919; CPD describes the site as the product of South Side residents demanding more beaches. This report documents that history plus Bongo Beach's own drumming tradition, community history, and contemporary cultural identity. New: Olmsted's own original bathing-beach vision for this shoreline — the 1895 ambition, the 1899 canal completion that finally made it swimmable, and the 1914–17 extension leading to the 1919 pavilion — is now on the History page §1b, with four illustrative (AI-generated, clearly disclaimed) images.

CPD identifies approximately 12 acres of native dune and shoreline habitat around the swimming beach, used by more than 200 bird species with threatened/endangered species sightings — a specialized stewardship responsibility considerably different from managing ordinary interior portions of Jackson Park.

Where the community's lived experience becomes evidence — dated photographs, unresolved maintenance problems, sanitation, Beach House conditions, lighting, restrooms, accessibility, safety, programming deficiencies, vendor problems, capital deficiencies, complaints, work orders, and prior promises. Every condition needs to be proven, not merely asserted.

A document-by-document review of all 38 publicly posted JPAC meeting minutes (November 2022 – July 2026) against the scale and needs of 63rd Street Beach specifically. JPAC does engage substantively with the beach — a September 2025 resolution on the drum circle's parking dispute, a written reply from CPD's General Superintendent, and annual Earth Day cleanups — but that engagement clusters entirely in a 16-month window; the prior 22 months of minutes reviewed contain no substantive mention of the beach. The honest verdict is structural underrepresentation, not neglect. Full findings, the complete document tally, and the counter-evidence are on the working staff site.

Shows CPD what a dedicated lakefront-site PAC can accomplish: cultural programming, fundraising, preservation advocacy, volunteer committees, buildings-and-grounds advocacy, and community participation. See History §5 for the important distinction between this as a comparator versus a classification precedent.

South Park's division into Jackson Park, Washington Park, and the Midway Plaisance; Maggie Daley Park within Grant Park; Seneca Park #1242; the Rutherford Sayre consolidation; Lane Beach Park #1265; and the voided Chase Avenue Beach #1250 — the full precedent set now lives on the History page, each item labeled with a verification status.

Not an internet petition with vague signatures — this needs names, ZIP codes/community connection, relationship to the beach, and explicit, verifiable support for independent recognition.

Block clubs, cultural organizations, environmental groups, historical organizations, youth organizations, beach users, swimmers, nearby institutions, businesses, and other legitimate stakeholders.

Political support matters, but the request should be framed as an administrative-governance and community-representation issue rather than a partisan one. Contingent on the 5th Ward Alderman's office being briefed and agreeing to champion the effort.

Demonstrates that this is already an organized, credible, broad-based effort rather than one person's request.

The single most consequential ask in this whole dossier: get CPD to answer, in writing, a specific set of questions rather than leave the classification question ambiguous forever.

The six questions

1. Does CPD consider 63rd Street Beach eligible for independent PAC representation?
2. If not, is the reason solely its current inclusion in Jackson Park No. 19?
3. What officer/body has authority to designate 63rd Street Beach as a distinct park or administrative park unit?
4. What procedure is required to obtain such a designation?
5. Can the General Superintendent, Legislative & Community Affairs, the PAC Governance Committee, or the Board approve a facility-specific PAC?
6. If current policy prohibits it, what process is required to seek an amendment of that policy?

A written response converts an amorphous bureaucratic barrier into a specific decision that can be addressed, appealed politically, or presented to the Board.

This document doesn't exist in final form yet — it can't, until CPD responds to NP-01/NP-16. What follows is the template it will be recorded in, mirroring Track B's CPD-Approved Representation Structure Memorandum (G0-04), so that whatever CPD decides about park classification is captured permanently, in writing, in one place — and so the two tracks' outcomes can be read side by side rather than filed separately.

Once completed, this record controls how the rest of Track A refers to 63rd Street Beach's classification status, and it should be cross-filed with G0-04 in the Corporate Records Book / Minute Book (Phase 5) and the PAC Binder (Phase 6) so a reader sees both tracks' outcomes together, not just one.

Before submitting the final recognition petition, a targeted public-records campaign should request:

• The underlying CPD park/property master database — active and inactive records, with status, creation/retirement dates, predecessor/successor park numbers, and Board-action references, plus its audit trail
• The Seneca Park #1242 assignment instrument
• The 1999 Board/administrative record combining Rutherford, Sayre, and Rutherford Sayre — and which former park numbers were retired
• Maggie Daley Park's 2014–15 administrative boundary/status records
• The exact GIS/property record showing the Park #19 boundary and facility sub-parcels at 63rd Street Beach
• The official Jackson Park No. 19 property/boundary map and historical maps showing 63rd Street Beach
• Records on the administrative classification of 63rd Street Beach, and whether the Beach House/Beach ever had a separate park/property number
• Organizational charts, capital expenditure history, and maintenance/work-order history for the beach
• Any previous request to create a separate PAC or advisory body for 63rd Street Beach, and any internal CPD interpretation of the "one PAC per park" rule

This is how the campaign discovers whether the current classification is a historical inevitability — or simply an administrative convention that can be changed.
